Japan regulators OK costly ice wall at Fukushima plant (Update)

Japanese regulators on Wednesday approved the launch of an unprecedented refrigeration structure resembling giant popsicles that would form a huge underground frozen barrier around the wrecked Fukushima nuclear reactor buildings in a desperate bid to contain contaminated water.
