William “Bill” Earl Stokes, 65, of Waveland passed away Sunday, April 3, 2016, in Fort Smith. Bill was born Sept. 20, 1950, to the late Lula Mae (Weatherall) Stokes and Clark Allen Stokes in Gustine, Calif. The family lived several places throughout his childhood, but Arkansas would become home, where he would raise his children and enjoy life.
