BOONEVILLE — William Eugene “Jack” Downs, 86, of Booneville died Oct. 16, 2015, in Fort Smith. He was born June 29, 1929, in Oxford, Miss. He was a tire salesman, an Army veteran and the widow of Bettye Downs.
