Helen Delores Carter, 69, of Fort Smith died Wednesday, March 2, 2016, in a local hospital. She was born April 10, 1946, in Fort Smith to Paul and Esteller Brewer Releford, was a homemaker and member of Ninth Street Missionary Baptist Church.
