Study: Reduced criminal penalties contributed to more thefts

SACRAMENTO, Calif. (AP) — California voters' decision to reduce penalties for drug and property crimes in 2014 contributed to a jump in car burglaries, shoplifting and other theft, researchers reported Tuesday.
