Android N's Freeform desktop mode won't be enabled on the Nexus 9 or on the Pixel C

In a strange move, an Android Developer Advocate says Android N's Freeform Mode won't be enabled in the Pixel C or in Nexus devices. The feature turns Android's interface into a desktop mode with floating apps as windows.
