Wall Street higher but indexes set for worst quarter since 2011

Adding to investors' uncertainty, the U.S. Federal Reserve held off on raising rates at its September meeting. The Fed has said it needs to see more improvement in the labor market and be confident that inflation will increase before raising rates.
