Lead lawmaker's bill would address Chicago school pension shortfall

Illinois Senate President John Cullerton on Tuesday proposed legislation aimed at providing pension funding relief for the Chicago Public Schools, while meeting Governor Bruce Rauner's call for a local property tax freeze.
