Draghi: Use respite from nascent upturn to complete the euro

FRANKFURT, Germany (AP) — Economic recovery in Europe is finally arriving, European Central Bank head Mario Draghi said Monday — a recovery he says must be used to complete the 19-country euro currency union and fix its problems for good.
