The US has extended duty-free apparel access for Sub-Saharan Africa and Haiti, with AGOA, HOPE and HELP running through December 31, 2028.
US buyers gain certainty for 2027–2028 orders, but the two-year window and modest sourcing base remain constraints.
USTR reported about $1.1 billion in AGOA apparel imports in 2023; Haitian textiles and apparel under CBERA were about $590 million in 2024.
