Cops: Syracuse man sped from stop before dumping gun, high capacity magazines

Xavier Santos-Cirino was arraigned in Syracuse City Criminal Court and ordered held at the Onondaga County jail on $75,000 bail or bail bond. He hadn't posted bail Thursday.
