The Conservative candidate in a Nottinghamshire County Council by-election has won the seat by just 38 votes. Francis Purdue-Horan stood to become councillor of Bingham following the death of Councillor Martin Suthers OBE in May - who had previously been a city councillor and served as Lord Mayor of Nottingham in 1988 and 1989.
