A smoker was given a £366 bill for dropping a cigarette end and leaving it on a Nottingham street.Jemma Scott, 30, failed to appear in court and was found guilty in her absence of committing the offence on Stanstead Avenue on March 30.Richard Bines, for Nottingham City Council, said that a community protection officer saw her drop the cigarette near a primary school at 9am.
