An Upper Norwood primary school has been told to improve by Ofsted for the second time in two years.All Saints CE Primary, on Upper Beulah Hill, has been given the 'requires improvement' rating, as it did in 2014.The primary school, which has had three head teachers since its last inspection, requires improvement in the effectiveness of leadership and management and in the quality of teaching, learning and assessment, according to the report.
