LIVE: Updates as Matt Hancock to announce Tier changes for East Lancashire

Matt Hancock is due to outline changes to the tier system in Lancashire when he addresses the House of Commons this afternoon. It is looking increasingly likely that Blackburn with Darwen, Burnley, Pendle and the Ribble Valley will be upgraded from Tier 3 to 4 as many more areas across the country could also be placed under tougher coronavirus restrictions.
