Microsoft to enact new cloud outsourcing and hosting licensing changes which still don't address core customer concerns

Microsoft is adding a bunch of new cloud outsourcing and hosting options to its line-up as of October 1. But these changes won't do much to help users who want to run Microsoft software on AWS, Google or Alibaba clouds.
