WCML north capacity created through timetabling, suggests Secretary of State

Modern Railways - There needs to be more capacity on the northern section of the West Coast main line for HS2 services, but that could ultimately be created through timetabling, Secretary of State for Transport Heidi Alexander said on 17 June.
