Has Jeremy Heywood been given a poisoned chalice to review HS2 (HS2 budget scrutinised by head of civil service, 3 May)? It has almost become an article of religious railway faith that HS2 must be good for Britain, whatever the cost. Never mind how else the money could be spent – on housing, schools, hospitals etc – nor the operating subsidy HS2 will need.
