Too little Trust?

EditorialThere have been many different new types of library governance since austerity began in 2010. We’ve seen Leisure Trusts taking over (a mixed picture), private companies (failure), local charities/parish councils taking them over and volunteers (at least 621 and rising, proving surprisingly resilient).
