Barcelona attack unlikely to hit private market
An apparent terrorist attack in Barcelona likely will not lead
to large-scale payouts by insurers as a government-owned fund in
Spain has taken on the role of covering such events.
Spain's state-owned Consorcio de Compensación de Seguros
(CCS) has become the direct insurer of losses due to terrorism,
according to the Organisation for Economic Co-operation and
