AIR highlights off-floodplain risk in Germany

Several days of heavy rainstorms led to major riverine and flash
flooding in southwest Germany, with Lower Bavaria the worst-hit
area.
A state of emergency was declared in the districts of Rottal-Inn
and Passau and the highest flood warning stage was declared for the
Rott river.
Modelling firm AIR Worldwide said that given what has been
observed in previous weather events in the region, including the
2002 floods, it expected much of the loss to occur outside the
