Refugee crisis: Redistribution plan will be finalised by next meeting, say EU ministers

European interior ministers meeting in Brussels have struggled to keep a coherent response to the migrant crisis as they rallied around plans to redistribute 120,000 more refugees around Europe, but rejected demands for binding relocation quotas.
