Power Cuts As Storm Desmond Rages Through UK

Police have declared a major incident in Cumbria where thousands of people have been forced from their homes by Storm Desmond. Torrential rain and strong winds have caused widespread flooding, road closures and power cuts to tens of thousands of homes in the Northwest of England. Some 55,000 properties in Lancaster, Morecambe, Carnforth and the surrounding areas lost their power after the flood defences at an electricity substation were breached.
