The announcement from Downing Street comes as Sky News understands David Cameron has offered to talk to any Cabinet colleagues who may have questions over his EU renegotiation efforts. A full meeting of the Cabinet this week was cancelled because 16 ministers are away from London during the parliamentary recess.
