Grenfell fire manager felt "helpless" faced with tower blaze
The first Grenfell fire watch manager "felt helpless" when confronted with the blaze, an inquiry has heard.Michael Dowden, a watch manager from North Kensington station, marshalled the response until around 1.50am on 14 June last year, by which point the fire had reached the 23rd floor.Mr Dowden's rank meant he should only have been the incident commander for fires requiring four engines.
