Desmond: Army Deployed As Thousands Lose Power

Emergency services are becoming increasingly stretched and the Army has been deployed in Cumbria as people in other areas hit by Storm Desmond pick up the pieces after a month's rain fell in a day. Torrential rain and strong winds have caused widespread flooding, road closures and power cuts to tens of thousands of homes in the northwest of England. Members of the public in Cumbria, which has declared a major incident, are being told to not travel to hospital unless it is "absolutely necessary"
