Manhunt underway after a driver high on drugs rammed his car into two police vehicles before fleeing the scene

Police had carried out a welfare check on the man following reports he was unresponsive in his car in the Campbellfield Plaza carpark, in Melbourne's north, at about 7.40am on Saturday.
