When should security trump privacy?

Apple's CEO says a U.S. court order to break into an encrypted iPhone belonging to one of the shooters in the San Bernardino, Calif., attack "calls for public discussion, and we want our customers and people around the [U.S.] to understand what is at stake." When do you believe security should trump privacy?
