CRTC opens hearings on $25 basic TV packages. Is it just 'lip service'?

The CRTC today begins two days of hearings in Gatineau, Que., on the $25 skinny basic TV package. Many customers have complained the packages aren't such a great deal, but critics wonder if hearings are the best way to solve the problem.
