WADA declares Russian anti-doping agency non-compliant

Leaders of the World Anti-Doping Agency have declared Russia's anti-doping agency out of compliance. The vote by the WADA foundation board Wednesday comes after an independent commission detailed a doping scandal in Russia's track and anti-doping programs.
