Toronto's big decision: Should it bid for the 2024 Olympic Games?

Should Toronto Mayor John Tory decide by the Sept. 15 deadline to initiate a formal bid for the 2024 Summer Olympics it would almost certainly become a federal election issue. There are other hoops to jump through, too.
