Two opposing opinions on use of Charter clause to clear homeless encampments

Windsor's Ward 9 Coun. Kieran McKenzie and Mayor Drew Dilkens have signed letters to the Premier with opposite positions on whether or not the notwithstanding clause in the Canadian Charter of Rights and Freedoms should be used to allow municipalities to clear homeless encampments.
