Heartbroken mom to plead for licensed rental housing after son killed in 2016 fire

The heartbroken mother of a 19-year-old University of Windsor student killed last year when fire ripped through the house he shared with five other students will be among the speakers imploring city council Monday to approve a licensing system for residential rental homes.
