Vaughn Palmer: Hydro called on secrecy, but have they learned their lesson?

VICTORIA — The B.C. Utilities Commission has lately documented in embarrassing detail how B.C. Hydro secrecy contributed to a pattern of failure and evasion regarding a $200 million information technology program.
Hydro committed to the expensive SAP software a decade ago, maintaining it would save money and improve its business in the areas of finance, human resource and project management.
But the regulatory commission, in a report released last week, found that the leadership at Hy
