Ottawa insists Trans Mountain expansion will be built

Natural Resources Minister Jim Carr had little to offer Kinder Morgan on Thursday in the way of direct action or tools the federal government might use to stop “unnecessary” delays in the construction of the $7.4-billion expansion of the Trans Mountain oil pipeline.
