A Richmond man who filed a human rights complaint against his townhouse strata corporation for Mandarin-only strata meetings has moved away from the city.
Andreas Kargut and six other residents had filed a class-action complaint because they, as English speakers, weren’t able to participate in strata meetings where only Mandarin was being spoken by the strata council for the 54-unit complex.
