Consider a bushy perennial alongside a rose shrub

Q. A tall shrub rose that has grown in my garden for many years still blooms well. The problem is that the lower portions of the shrub’s canes are bare. I am fond of this rose, and would like to improve its appearance. Have you any ideas?
