B.C. government's surplus projection shrinks

VICTORIA — B.C. Finance Minster Carole James says she’s still optimistic her NDP government can afford to implement big-ticket election promises like $10-a-day child care, even though she’s had to dip into the province’s forecast allowance to keep the budget from sinking into the red.
