Toronto was 'confusing,' 'inconsistent' on ticketing people in parks during early pandemic: ombudsman

The City of Toronto was "confusing and inconsistent" with information on COVID-19 rules in city parks, and at least two incidents led by-law officers to discriminate against racialized citizens, says City of Toronto Ombudsman Susan Opler.
