Toronto mayor calls charter challenge over shelters amid COVID-19 'disappointing'

Mayor John Tory says that a legal challenge by a group of organizations that support the homeless is “disappointing” given the “epic” efforts that the city is taking to limit the spread of COVID-19 within shelters.
