Outbreak declared at all University of Waterloo residences, with 21 COVID-19 cases

The University of Waterloo says there are now 21 COVID-19 cases on campus and an outbreak has been declared at all residences. The school says the cases are linked to off-campus gatherings of students from both universities in the Ontario city.
