New business case, but no date, for 2-way, all-day GO trains between Kitchener and Toronto released

The province and Metrolinx have released a new preliminary design business case for two-way, all-day GO train service between Kitchener and Toronto. Officials did not release a date for start of service. Metrolinx has also put out a request for quotes for infrastructure upgrades.
