How Billy Bishop's expansion could impact thousands of unbuilt housing units

Thousands of existing and yet-to-be built housing units on Toronto’s waterfront could be impacted if Billy Bishop Airport is expanded at the scale Ontario’s premier is calling for, the city's chief planner says.
