Ford claims plan that eases COVID-19 restrictions where cases are rising is about 'early intervention'

Confronted with criticism about his plan to reopen shuttered businesses in regions still struggling with rising levels of COVID-19, Premier Doug Ford suggested that people criticizing the plan must not have read it.
