A bylaw passed a decade ago was supposed to transform Toronto high-rises. It's not working in Thorncliffe

Not a single store, health clinic, gym or café has opened in Thorncliffe Park as a result of the easing of zoning bylaws in 2014. Residents along with urban planning experts CBC Toronto spoke to say people need more support from the city in order to actually make use of the 10-year-old bylaw.
