Thunder Bay councillor 'cautiously optimistic' about state of harbour cleanup talks

The City of Thunder Bay should play an advisory role in any potential future plans to clean up a contaminated site in the north end of the harbour, but it can't foot the bill, according to Andrew Foulds.
