City disputes permit it says makes it liable for Current River Hydro actions

The City of Thunder Bay, Ont., is appealing to the province's Environmental Review Tribunal saying that a permit related to the operation of the Boulevard Lake dam contains provisions it can't abide by because it does not control the actions of the Current River Hydro Partnership.
