Charges laid but never filed in 2017 Thunder Bay-area fatal Highway 61 crash

The Crown elected not to proceed with charges laid by Ontario Provincial Police against a Thunder Bay man in a 2017 fatal collision on Highway 61 just outside the northwestern Ontario city, police say.
