Increased use of pepper spray in young offender centres concerning, says advocate
A surge in the use of pepper spray to restrain young offenders is concerning, says Alberta’s child and youth advocate.
“The use of pepper spray in other jurisdictions has decreased,” said advocate Del Graff in a recent interview. “The fact is that many jurisdictions don’t use pepper spray at all, and they seem to manage.”
