Keith Gerein’s column suggests that the NDP’s Climate Leadership Plan is working because a number of communities and individuals are using carbon tax money to do things such as installing solar panels.
It’s hardly surprising that people would take advantage of grants, subsidies and other government handouts, no matter what the source. That is not proof that a carbon tax does
